I have a similar problem; I am also very pale. However, I do think if you shop around a bit (possibly online) you should be able to find makeup options that work! Just make sure that your scars are, in fact, scars that have fully healed; applying makeup to fresh wounds that have not fully scarred over can cause an infection or, at the very least, impede the healing process. You may have to try and search specifically for makeup for very light skintones; for me, I always have to look for makeup that says "translucent" or something to that effect.
